Honorable William D. Hathaway
Dodd’s mental strength helped him survivor as a prisoner
of war, after being shot down in WWII. He went on to graduate
from Harvard Law School and serve Maine in a variety of state
offices until being elected to the U.S. House of Representatives
in 1965. After four terms in the House, he became a member of
the Senate, where he supported increased funding for substance
abuse treatment and prevention as chairman of the Alcoholism
and Narcotics Subcommittee. After leaving the Senate in 1978,
he remained in Washington, practicing law. In 1990, he was appointed
to the Federal Maritime Commission and served as its chairman
from 1993 until his retirement in 1996.
